them is known in Hong Kong as a notorious brigand, who has committed many atrocious crimes, and if these men are to

escape punishment over a legal quibble, the effect will be

deplorable. In view, therefore, of the arguments advanced above, I would ask Your Excellency if it is not possible to take at least one of these cases as a test case, and try to

get it through the Courts under the present ordinance. If

not, then I can only say that the matter is so important that sanction for the amending legislation should be obtained by telegraph.
